Biden Enhances His Legacy with Landmark Prisoner Swap


Last month, President Joe Biden stated that his highest priority was securing the release of Evan Gershkovich and Paul Whelan from Russian imprisonment. On Thursday night, after extensive behind the scenes negotiations, President Biden and Vice President Kamala Harris embraced the two men as they finally returned to American soil.


This significant moment marks a valedictory achievement for President Biden in the final months of his presidency and allows Vice President Harris, the likely Democratic presidential nominee, to share in a major foreign policy success. In a particularly poignant gesture, Biden removed his American flag pin and placed it on Whelan, symbolizing the mission accomplished and a promise fulfilled.


The multilateral exchange involving 24 prisoners with Russia the largest since the Cold War adds a notable achievement to Biden’s record, especially after he announced his decision not to seek re-election less than two weeks ago. Foreign policy, an area where a president can leave a lasting impact even when not running for office, has allowed Biden to make a significant mark. This focus typically occurs at the end of a second term, but Biden’s circumstances are unique, drawing a parallel to President Lyndon B. Johnson’s decision not to seek re-election amid the Vietnam War.


Unlike Johnson, whose presidency was overshadowed by the Vietnam War, Biden has been able to celebrate this foreign policy victory. The joyous reunion of the released Americans with their families at the White House on Thursday came after a month of personal and political turmoil for Biden.


Challenges in the Middle East


Biden’s recent month of challenges, which began with a difficult debate performance in late June, culminated in last week’s Oval Office address where he announced he would not run for re-election. Despite this, he emphasized that his presidential term was not over and highlighted his ongoing foreign policy commitments. He promised to bring home detained Americans, a promise significantly advanced by Thursday’s prisoner exchange, continue supporting Ukraine against Russian aggression, and work towards ending the war in Gaza.


However, tensions in the Middle East have been escalating. Allegations that Israel was behind the assassination of a prominent Hamas leader in Iran have increased the likelihood of conflict between Israel and Hezbollah. The U.S. State Department has warned Americans to avoid traveling to Lebanon, reflecting concerns over a widening regional conflict.


While Biden has touted his foreign policy expertise, achieving lasting peace and security in the Middle East remains a daunting challenge. Despite his efforts, the situation remains volatile.


Political Implications


Foreign policy successes could enhance Biden’s legacy, but his historical standing and how he is perceived by his party will largely depend on the success of his chosen successor, Vice President Harris. Although Harris was not present at the White House on Thursday, she played a key role in negotiating the complex prisoner exchange, with crucial meetings earlier this year contributing significantly to the deal.


Meanwhile, the Republican ticket has attempted to downplay the political benefits of the swap. Republican vice presidential nominee JD Vance suggested that the exchange reflects a fear among world leaders of Donald Trump’s potential return to power, claiming that Trump's presence would enforce stricter behavior from adversaries. Trump himself criticized Biden’s negotiating strategy and speculated on the details of the exchange on social media.


Despite the high price for the release of Gershkovich, Whelan, and others including Russian intelligence agents convicted of serious crimes Biden and his team defended the deal. Biden also emphasized the importance of international alliances in ensuring national security, contrasting his approach with Trump’s "America first" stance.


As Biden’s presidency nears its end, opportunities to enhance his legacy are dwindling. However, this historic prisoner swap stands as a powerful testament to his foreign policy achievements.
