A recent federal assessment highlighted concerns that the upcoming Republican National Convention in Milwaukee could be a potential target for violent extremists. The report, prepared by the FBI, US Secret Service, Department of Homeland Security (DHS), and local Wisconsin law enforcement, noted a resurgence in disruptive tactics aimed at election symbols, likely intended to instill fear and disrupt operations at critical election related infrastructure. Despite no credible threats currently identified, the symbolic nature of the convention, linked to the 2024 general election, makes it an attractive target for violent actors.
The report, dated July 2, detailed worries about tactics like "swatting," where false crime reports trigger massive law enforcement responses. Since December, four swatting incidents have targeted the homes of election officials. The convention, scheduled for July 15-18, is expected to attract around 50,000 people as Republicans nominate Donald Trump for the presidency amid heightened partisan tensions.
DHS and FBI expressed concerns about potential violent conflicts at otherwise lawful protests during the convention. Security concerns and extensive law enforcement presence are also anticipated for the Democratic National Convention in Chicago in August. Major political events are opportunities for foreign intelligence services to gather information and for foreign terrorists or domestic extremists to draw attention to their causes. US officials have heightened concerns about potential attacks from ISIS affiliates on US soil.
A DHS spokesperson emphasized the current heightened threat environment and the importance of public vigilance, urging prompt reporting of suspicious activities. Homeland Security Secretary Alejandro Mayorkas has designated the Republican National Convention a National Special Security Event (NSSE), a status granted to events that might be targets for criminals or terrorists.
The FBI and Secret Service have been working with law enforcement partners to prepare for the convention, including mapping out potential threats and investigating leads. In February, an unidentified individual was seen recording and photographing a delivery at the Fiserv Forum's loading dock, prompting an investigation by the Milwaukee Police Department.
The Secret Service recently outlined security measures for the convention, including a perimeter to prevent protesters from gathering near the venue. This followed disputes between the Secret Service and the Republican Party over security concerns. Law enforcement officials are also on alert for suspicious packages, arson, property destruction, and doxing of public officials.
The report also warned of the potential for hoax threats to disrupt the convention, leading to evacuations and straining law enforcement resources. Additionally, the influx of out of state visitors could increase the risk of sex trafficking, with the FBI anticipating an increase in victims arriving in Wisconsin and advertising services in the weeks leading up to the event.
