After years of rejecting collaboration with child protection organizations, the popular messaging app Telegram has agreed to partner with the Internet Watch Foundation (IWF), an internationally recognized body dedicated to combating child sexual abuse material (CSAM). The move comes amidst mounting legal and public pressure, marking a significant policy shift for the app.

 

The IWF partnership enables Telegram to use advanced tools for detecting and removing CSAM, as well as preventing its spread across the platform. This decision, described by the IWF as "transformational," is being hailed as a positive step, though experts caution that this is only the beginning of a longer journey to improve safety on Telegram.

 

A Historic Shift: Telegram Embraces Child Protection Standards 

 

With approximately 950 million users worldwide, Telegram has long marketed itself as a platform prioritizing user privacy over regulatory norms. However, the decision to join the IWF signals a departure from its earlier stance and aligns Telegram with industry standard practices for content moderation. 

 

“By joining the IWF, Telegram can begin deploying our world leading tools to help ensure this material cannot be shared on the service,” said Derek Ray Hill, Interim CEO of the IWF. 

 

The Internet Watch Foundation: A Global Partner Against CSAM 

 

The IWF is one of the world’s leading organizations focused on identifying and removing child sexual abuse content online. Its evolving database of flagged material helps member platforms block and eliminate known CSAM efficiently. By becoming a member, Telegram will gain access to these tools, bolstering its ability to combat illegal content. 

 

Before this partnership, Telegram claimed it was already removing hundreds of thousands of pieces of abusive material each month. However, working with the IWF provides the platform with an enhanced framework for combating the issue more comprehensively. 

 

From Resistance to Compliance: Telegram’s Troubled Past 

 

Telegram’s history of resisting cooperation with child protection initiatives has drawn widespread criticism. Investigative reports had revealed that the app was frequently misused for criminal activities, including drug trafficking, fraud, and the sharing of CSAM. 

 

These revelations culminated in the arrest of Telegram’s billionaire founder, Pavel Durov, in Paris earlier this year. Durov, who faces accusations of failing to cooperate with law enforcement on cases involving illegal content, was detained and barred from leaving France pending further investigations. Telegram has maintained that holding Durov personally liable for user actions is unjust, but the arrest appears to have been a turning point for the company. 

 

Recent Reforms: A New Era of Moderation 

 

Since Durov's arrest, Telegram has implemented a series of reforms to improve moderation and transparency on the platform. These include: 

- Cooperation with Law Enforcement: Telegram announced it will now share IP addresses and phone numbers of rule violators with police upon valid legal requests. 

- Disabling Problematic Features: The “People Nearby” function, criticized for being exploited by bots and scammers, has been removed. 

- Transparency Reports: Telegram has pledged to publish regular reports detailing content removal statistics, aligning itself with industry practices. 

 

Durov has expressed a commitment to transforming Telegram’s moderation practices, aiming to turn past criticisms into praise. 

 

Challenges Ahead: Balancing Privacy and Accountability 

 

While the reforms are promising, significant challenges remain. Telegram's reputation for privacy, particularly its use of encryption, complicates efforts to moderate content effectively. Although the app promotes end to end encryption, much of its communication relies on standard encryption, raising questions about the platform's actual security and ability to detect harmful content. 

 

Additionally, Telegram’s widespread popularity in regions like Russia, Ukraine, and Iran where it serves as a crucial communication tool further complicates the balance between privacy, regulatory compliance, and user safety. 

 

A Step in the Right Direction

 

Telegram’s decision to join the IWF marks a significant milestone in the platform’s evolution, reflecting its growing commitment to addressing global concerns over illegal content. However, as the IWF noted, this is just the first step in a long and challenging journey to create a safer environment for its millions of users. Balancing user privacy with effective moderation will remain a key test for Telegram as it seeks to rebuild trust and align itself with global safety standards.
