Dedication to the Territorial Integrity of Ukraine
A final document designed to preserve Ukraine's territorial integrity has been endorsed by a number of countries following the conclusion of a summit in Switzerland. Kyiv has achieved a substantial diplomatic victory by directly attributing the widespread suffering and devastation caused by the war to Russia in this document. Nevertheless, the absence of India, South Africa, and Saudi Arabia from the list of signatories raises concerns regarding the broader international consensus.
Doubts and Obstacles
In order to increase backing for a peace process in Ukraine, the summit brought together more than 90 countries and international organisations. Scepticism regarding the summit's efficacy was prompted by the fact that Russia was not invited, and China, its principal ally, refrained from participating, despite its objectives. Some attendees, such as Saudi Arabia and Kenya, expressed apprehension regarding Ukraine's necessity for compromise and criticised the recent sanctions imposed on Russia.
Humanitarian Concerns and Key Proposals
The final document urges Ukraine to reclaim control over critical infrastructure, including the Zaporizhzhia nuclear power facility and ports on the Azov Sea, which are currently under Russian occupation. It explicitly characterises Russia's actions as a "war," despite Moscow's dispute with this classification. The agenda also included humanitarian concerns, including the repatriation of prisoners and abducted children. However, contentious issues, such as the status of occupied territories, remain unresolved for future discussions.
Unity in the Face of Divergent Opinions
Participants, including Dutch Prime Minister Mark Rutte, underscored the importance of unity in the pursuit of peace for Ukraine, while simultaneously acknowledging the existence of divergent approaches. There was a consensus on fundamental principles, which condemned actions such as invasion, child abduction, and threats to nuclear safety, despite the variations in strategies. The summit's results are anticipated to facilitate additional negotiations, with Ukrainian President Volodymyr Zelensky intending to communicate them to Moscow in order to facilitate peace negotiations.
